[issue] Temairazu booking issue

Description
Sometime Temairazu didn't return notify booking caused booking fail
Based on Temairazu email Ellis shoud retry but if apply retry the booking maybe timeout in channel side. So Ellis should continue to process the booking in the same way as the successful booking on Temairazu's side

Expected result: Add fail message as booking timeout and rollback allotment
