Bulk Update Rateplan - Cancellation Policy

Description
Dear Team,
JP team try to bulk update cancellation policy of multiple rateplan as 0 days with 100% charge and it could not apply as nor reflect on Ellis.
After checked and re-produced it on PROD by Test hotel 1001097, we can update cancellation policy by bulk update rateplan with other number of day except 0 day.
Please check and fix this case.

Default CXL: 2 days charge 100%
Change to 0 day charge 100% > saved > reopen > policy changed => ok
