Allow Duplicate Rate Plan Names with Different Conditions

Description
Khi tạo rate plan:
Cho phep trùng tên nhưng khác điều kiện.
- Khi các dữ liệu trong trang giống nhau hoàn toàn > không thể tạo rate plan.
- Check trùng lặp các điều kiện từ Cut Off Date trở xuống.
- Xét rateplan status, có thể tạo trùng tên nếu ko có rateplan nào cùng tên đang active.

Case 3: Different in one of the conditions from COD => ok

3-3: Different in CXL period (807686)
3-4: Different in % charge (807687)
3-5: Different in night charge (1st night/whole night) (807688)
