Create alert pop up when user reactive rate plan that duplicate name
Example: there is 2 rate plan name is Superior Twin (same conditions except rate plan status)
-1 rate plan is active
-1 rate plan is pending
User change status of pending rate plan is active > alert appears

• This overlaps with a currently active Rate Plan. Please check again. <br> (Duplicate Rate Plans cannot be created.)
