2. Booking cancelled:
a. Cancellation charge = 0 > Do not send email
b. Cancellation charge > 0 > Send email ([Ohmyhotel] VCN Issue for Cancel Charge - "Booking Number" - "Guest Name" VCC cancelled email)
3. New VCN issue > Send email (Modify VCN information...)
