Allow select all rate plan in Include and Exclude list
1. Add dropdown list have a checkbox, apply for rate plan and promotion also

Tested on STAG, ok
But 1 thing need to fix
When select many rate plan/ promotion, content will be out of frame & can not see all details
after click this part & out, close/ hide/show button is partially hidden. Please check this issue
