[BE] Commission Calculation Error (2)

Description
When a customer cancels a booking and the Billing Sum Amt changes, the Commission amount should also be updated accordingly.
Example:
If a full refund is issued and the Billing Sum Amt becomes 0, the Commission should change from 2,701 to 0.
