[Improvement] Allow mapping remittance with booking - don't need issue billing

Request :
Bên KR, cần mở lại cái chức năng mapping remittance cho từng booking mà ko cần issue billing.
Hồi trước mình có nhưng phải ẩn đi do 1 billing có thể map dc nhìu remittance, mà 1 bk - 1 remittance cũng phải sửa lại logic và 1 bk map nhìu remittance thì mình chưa làm dc nên ẩn lun chỉ cho map billing thôi.
A tạo task này để improve cho phép map 1 bk - 1 remittance giúp e cho KRAC team nha.

After mapping remittance with booking. Payment status of booking will be changed to Fully Paid.
User should be unable to change the buying rate any more as the booking was fully paid==> Any change later should be contacted with VOC.
