[TL Push API] Allow both flow Push and Pull API can run simultaneously

Description
Request:
1. TL mentioned that only some hotels support the Push API, not all
2. Apply solution to allow both Push and Pull API work simultaneously.
3. Create a filter list, 1 hotel just work Pull or Push, cannot work in both method.
