[DEV] Activate promotion section - Specified start time issue

Description
1. Delete End time input field
2. Create new/ Edit promotion > select Specified start time > input time > save complete but when reopen promotion, Active promotion section change to Specified date at 00:00 option

1. Delete End time input field => will test when DEV made Ver2
2. Create new/ Edit promotion > select Specified start time > input time > save complete but when reopen promotion, Active promotion section change to Specified date at 00:00 option => retested, still failed

Set Specified start time from 00:00 ~ 11:11 > save complete but when click details > edit> Active time change to Specified date at 00:00
Expected: Active promotion section will retain Specified start time according to the time previously set by the user.
2. Start time (when select Specified start time) need to display 00:00 as default => ok

=> retested, ok
Note: if start time is 00:00 & end time is 23:59, The system will interpret this as a all day and change the option to Specified date at 00:00.
Besides, End time will also be deleted in version 2.
