open[new cancellation] Apply penaltyBasis to individual policy level

Description
Currently, in the Open API document that the channels are using, penaltyBasis is applied to all policies. However, under the new design, penaltyBasis is applied at the individual policy level. It can potentially cause any issues on the channel side.
- The implementation need to not impact to searching, booking and cancel
- We need to update logic code for all the channels we previously developed, such as Ctrip, Agoda, Meituan, Elong, Qunar, Traveloka, and Alitrip.
- We need to avoid impacting all channels that have integrated with Ellis via the Open API, such as Dida, Convergent, Hikari Global, Triptopaz, etc.
