[Cancellation - Summary] Rate plan quantities cannot be deducted when deleting all cancellation policies and then creating a new cancellation policy

Description
Pre-condition:
- Navigate to the Cancellation Policy page
Steps:
1. Delete all canncellation policy
2. Create a new cancellation policy
Actual result: Show message "There is no registered cancellation policy.
Please click the [New] button to register a new cancellation policy."
Expected result: Show message "There are currently <number> rate plans without a registered cancellation policy." (e,g, Before 186 and then create a new cancellation policy, it shows 185)
