[Cancellation - Summary] Show incorrect message in the Summary section when deleting the registered cancellation policy

Description
Pre-condition:
- User is on Cancenllation page
- Cancellation policy has been added successfully
Steps:
1. Search for a hotel with at least 1 cancellation policy
2. Click Delete and then click Delete again
Actual result: Show message "There is no registered cancellation policy.
Please click the [New] button to register a new cancellation policy."
Expected result:
- Show Summary area "There are currently <number> rate plans without a registered cancellation policy."
- +1 to <number> in the message (e,g, The original number was 165; after deletion, it will display 166)

task này làm đúng requirement mà.
Dạ task này là a delete hết tất cả cancellation policy:
- Actual result: Show text nhưng thực ra là vẫn có rate plans chứ không phải là không có cancelllation policy
- Expected result: Still show 'There are currently 1 rate plans without a registered cancellation policy.' và cộng thêm rate plans là số 1 tăng lên 2
Page này là page của cancel policy, và nó count theo cancel policy, chứ không phải count rate plan.
