Ellis improvement

Precondition:
- Admin is logged in
- Hotel and Rate Type data exist in the system
- Cancellation policy created successfully
- Navigate to the Cancellation tab

Steps:
1. Search for a hotel
2. Click Modify
3. Clear title
4. Click Save
5. Click Yes in cofirm dialog
6. Click again Modify
7. Observe result

Actual result: Show error message "Invalid Request"
Expected result: Display a confirmation dialog and allow deletion of the title (Field title is optional)
