[Cancellation - Modify] Modify cancellation pop up displays an incorrect title

Description
Pre-condition:
- Admin is logged in
- Hotel and Rate Type data exist in the system
- Cancellation policy created successfully
- Navigate to the Cancellation tab
Steps:
1. Search for a hotel
2. Click the Modify button
Actual: Modify popup opens with title "Select Rate Plan Type"
Expected Result: Modify popup opens with title "Modify the Cancellation policy"

Select Rate Plan Type là action chứ không phải title
Title là Cancellation Master
