Ellis improvement

Pre-condition:
- Admin is logged in
- Hotel and Rate Type data exist in the system
- Rate Plan: Open Sales = No
- Navigate to the Cancellation tab
Steps:
1. Search for a hotel
2. Click New
3. Check Room/Plan type
Actual Result: Still show all Rate Plans in Cancellation Master popup
Expected Result:
- If a Rate Plan has Open Sales = Yes, it should be displayed but unchecked by default.
- If a Rate Plan has Open Sales = No, it should not be displayed in the popup
