Description
Current: Language ZH
Change List title content, Click unstick ZH language & Save, after save, ZH auto restick
=> IT fixed & check 1st time => fail
*Test case:
Unstick ZH in city list 5
In city list 4, change to apply for both JA, ZH
Save
=> System restick Zh in City list 5 & record ZH for both City List 4 & 5

This case, we cannot test on Prod due to real data. If I change & save, it's will display on B2C page also.
