Should we send email that booking is pending or keep current process is not send any email ?

If a pending email is sent, it seems the second booking is considered ‘successful – pending' status.
but I think the second booking should be handled as a failure, so no email is need.

For now, I will not request to send pending emails for “Double booking conflict.”
I will check the status based on your reply, and as I mentioned before, my plan will be new ticket and to handle Double booking conflict as an immediate payment failure notification inside the service, not as a pending email.

Therefore, for issue #1257, I would like to confirm that there is no need to send a pending email in the case of “Double booking conflict.”
